Response by the Cabinet Member: There are no current plans to reduce the frequency of residual waste collections although it remains an option within our Sustainable Resource Strategy which is due to be finalised shortly following the engagement exercise we carried out earlier this year. We are already following the Welsh Government’s blueprint for waste and recycling with our weekly collections of recycling and food waste and three weekly collections of residual waste. The majority of our residents are very good recyclers and this is reflected in our high recycling rate of around 70%. However, there are still those who don’t recycle and a recent compositional analysis showed that there was still 45% of the residual waste that could be recycled. If all residents were to use the kerbside collection service that we provide to maximise their recycling there would be no requirement to reduce the frequency or capacity of residual collections. We will be increasing our awareness and education to encourage those who don’t recycle enough, but there may be a requirement to take other measures if we are to achieve and maintain the Welsh Government’s Statutory Recycling Targets. If we fail to reach these targets, Welsh Government are able to impose fines which would only negatively impact the services that we can provide.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
