Response by Head of Service: The development of our updated Corporate Strategic Equality Plan demonstrates the increased priority to tackle poverty and inequality to support the well-being of the people of Powys. This requires a strategic approach across the breadth of the organisation and working with partners and stakeholders. The complexity of focus can be seen across the priorities: · We will focus on Powys being a child-centred county, and protect the wellbeing of vulnerable children, young people, and families, providing the right support at the right time, closer to home. · We will work to ensure that children’s rights to play, be safe, to have an education, to be healthy and be happy are upheld. · We will focus on giving people the best possible quality of life and will provide post-16 education opportunities within Powys so that young people have access to more choices without leaving the county. · We will support communities, whether it be our core towns which act as wider service hubs and localities, to help them co-produce solutions to meet their own needs where possible. · We will encourage well-connected communities within Powys that support vulnerable people and will provide activities to increase our communities’ access to more affordable energy, food, and transport, supported by the community’s use of Council assets. · We understand the importance of our role in tackling the cost-of-living challenge, poverty (where people struggle to meet the cost of their basic needs), and the housing emergency. · We aim to address fuel poverty, making our Council homes warmer and greener to help them become more energy efficient with lower energy costs, and helping to reduce the carbon emissions that contribute to climate change. In order to achieve our ambitious plan there is a requirement for dedicated resources to drive strategic change and for this purpose a temporary position has been created to ensure this maximises delivery of our ambition and realise the best outcomes for our residents. We need an experienced manager with the skills and expertise to focus on addressing poverty in our communities. The grading of positions in the Council is through independent assessment based on the skills, knowledge and expertise required for the position.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
