Cabinet received a report on the Powys Child Poverty Task Force, a cross-organisational group which has members from teams across Powys County Council and groups and organisations from across the county of Powys. The Task Force has also been supported by national organisations including: • The Bevan Foundation • Children in Wales • Child Poverty Action Group • NSPCC Cymru • Wales Centre for Public Policy The Task Force co-constructed an Action Plan which was formally launched at the first Child Poverty Task Force Conference in February 2023. As of July 2025, 49 of the 80 actions had been completed and 31 were on track. The Deputy Leader and Cabinet Member for a Fairer Powys noted that this had been achieved within existing Council resources whilst at the same time attracting Welsh Government support. The Action Plan was currently being updated based on the feedback gathered at the Annual Conference on 12 June 2025 and other key areas for development. The focus would be on listening to young people and a Speak Truth to Powys event for young people would be organised. Cabinet noted support from the Anti-Poverty Champion, County Councillor Joy Jones. RESOLVED to continue to proceed with the next steps as outlined in Section 6 of the report, which will ensure that the Child Poverty Task Force maintains momentum, responds to the developing national policy landscape, and adapts to the changing needs of children, young people and their families.

Cabinet considered a report on the revenue budget outturn for the 2024/25 financial year. There was a net underspend, after contributions to ring-fenced reserves, of £4.2 million against the £252.5 million budget, a 1.7% variance (excluding Schools and the Housing Revenue Account). This falls to a variance of 0.9% of the working budget when the £2.0 million grant received from Welsh Government in March is taken into account. In reaching this position, savings of £8.9 million had been delivered during the year, with a further £1.2 million achieved through temporary mitigation in 2024-25. The Cabinet Member for Finance and Corporate Transformation noted how difficult it was to achieve savings after years of cuts, making transformation through Sustainable Powys essential.
