Response by the Cabinet Member: Thank you for your question. You asked about a promise made in the Scrutiny meeting on June 12 to check how these charges affect disabled people and whether we can review the impact on people who are blue badge holders. As you will be aware, charging for blue badge holders appeared in the 24/25 MTFS that was agreed by Full Council 22nd February 2024. If you look at the papers in the Agenda linked to this paper (especially Appendix C on page 5), you’ll find a list of the charges for people with blue badges who park in our car parks, although a word of caution this will not include the new list of charges agreed by Cabinet last week. The paper also confirms that blue badge holders will get an extra free hour of parking to help as we recognise many will have mobility issues and will require extra time to overcome those challenges. If you pay for two hours you get three etc. Cyngor Sir Powys County Council - Agenda for County Council on Thursday, 22nd February, 2024, 10.30 am htr Introduce Blue badge charging in car parks -100,000 Also Included in the pack is the impact assessment HTR - Blue Badge Charging in Car Parks.pdf which also confirmed that blue badge holders would receive an extra hour (free) as mitigation. Even though you voted against the budget, the council agreed the recommendation. That means the council agreed to start charging blue badge holders for parking. The new blue badge concession will be introduced alongside the new charging structure for all council-operated car parks. Any further changes to this approach would need to be considered as part of the council’s annual budget planning process, rather than within the scope of the current review. During the original consultation, a wide range of views were expressed regarding the introduction of charges for blue badge holders. These views were carefully considered at the time. We remain committed to monitoring car park usage and welcome ongoing feedback from users to help us address any concerns or issues affecting disabled drivers and blue badge holders. The implementation of the revised blue badge concession was intentionally delayed to ensure all necessary mitigations were in place. The final step in this process was the introduction of the Pay by Phone option, which went live in May 2025. It was considered practical to implement this change in tandem with the updated tariff structure as part of the wider Car Park Review. We recognise the diversity of opinions shared during the consultation on the Blue Badge concession, and we will continue to monitor its impact. As part of our regular financial planning, the council reviews its budgets annually and will continue to assess and improve car park services as part of that process.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
