   Report by the Head of People Services

   Minute

   The Committee was advised that there had been an improvement in the ability to recruit first time and therefore the risk rating had been reduced. The recruitment freeze was still in place, with managers often deciding not to recruit and only going out to recruit business critical roles. These were being vetted by the Corporate Leadership Team. The Professional Lead HR Management and Development would forward details of the current number of vacancies to the Committee. The recruitment freeze meant that there were fewer opportunities for apprenticeships, but the Council was still committed to offering apprenticeship opportunities. Sickness rates amongst staff remained static and the average number of days lost per employee was the lowest of all Welsh local authorities. The Professional Lead HR Management and Development also advised that there was a focus on workforce planning to ensure that services were planning for the future in skills and recruitment and retention. She also reported on the leadership programme that had been put in place to support the Senior Leadership Team.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
