Response by the Cabinet Member: I would like to confirm that Green Man Festival, as an SME based in Powys for more than 23 years, has not received funding from Powys County Council, as was made clear at our recent members’ development session on the Powys Economy. It should be noted though that Green Man Festival’s contribution to the Powys Economy is significant. The 2025 social and economic impact research undertaken by BOP Consultancy evidenced that its annual economic impact brings £29 million into Wales; it supports 395 full time jobs, 4,761 people paid annually and generates an international media reach of 6.2 billion. The study outlined that the local region mostly benefited from the economic impact and promotional opportunities created by the media reach. Additionally Green Man Trust, a charitable arm of the business, has been based in Powys for over 10 years. It supports arts development, future generations, tackling the climate and nature crises, particularly in relation to health and environment and disadvantaged communities in Wales. Since 2014 it has supported over 12,000 people and raised £2,000,000 for projects. In 2024 the Green Man Trust donated £55,000 to community projects in Powys that address poverty and loneliness. All businesses in Powys operate independently of Council influence and the Council can only impose conditions on initiatives it funds, beyond those already regulated by Welsh Government. To this end we do not have influence over the creative content of Green Man, nor would we want to. As a major employer and contributor to the economy of Powys and the objectives of this Cabinet we want to re-affirm the Council remains committed to Green Man.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
