Response by the Cabinet Member: Mae'n ddrwg gennyf ein bod wedi torri Safonau'r Gymraeg yn ddiweddar. Bu dau doriad o Safon 1 yn ystod y deuddeg mis diwethaf. Rydym yn cymryd camau penodol i sicrhau na fydd hyn yn digwydd eto. Byddaf yn gofyn i'r Cynghorydd Elwyn Vaughan wneud toriadau o’r Safonau yn eitem sefydlog ar agendâu Panel Llywodraethu'r Gymraeg, i ddod i rym yn syth. Dyma'r camau eraill rydym yn eu cymryd: 1. Byddaf yn trefnu cyfarfodydd misol â Swyddog y Gymraeg i drafod ein cydymffurfiaeth â Safonau’r Gymraeg. Trwy’r rhain byddaf yn sicrhau ein bod yn trin y Gymraeg yn gyfartal wrth i ni ohebu â’r cyhoedd. 2. Byddwn yn cyhoeddi canllaw i staff ar gydymffurfio â Safon 1 trwy e-bost Cyfathrebu Corfforaethol. Bydd hwn yn cynnwys dolenni i arweiniad ymarferol ar ein mewnrwyd staff. Byddwn yn ei gwneud yn haws i staff gyrraedd y canllawiau hyn. Mae cynllun gweithredu Blwyddyn 2 ein Strategaeth Hybu'r Gymraeg 2025-2030 yn nodi y byddwn yn cyflwyno modiwl dewisol ar ymwybyddiaeth o’r Gymraeg i staff ar ôl 31 Mawrth 2027. Wedi adolygu’r modiwl byddwn yn ei wneud yn orfodol erbyn mis Mawrth 2028. Byddaf yn trafod hyn gydag Emma Palmer. Bydd y modiwl yma’n sicrhau bod staff yn ymwybodol o'r rhesymau cyfreithiol a dynol pam mae rhaid i ni gynnig gwasanaethau cyfartal yn Gymraeg. Rwyf wedi gofyn i Swyddog y Gymraeg wirio i ba raddau rydym yn cyfeirio at y Safonau yn y proses ymsefydlu i staff newydd. Byddaf yn rhoi diweddariad i chi ar hyn maes o law. Rwyf hefyd wedi gofyn i Gymdeithas Llywodraeth Leol Cymru (WLGA) am gyfleoedd i rannu’r arfer gorau ar ymwybyddiaeth o'r Gymraeg ymhlith cynghorau yng Nghymru. Byddaf yn rhoi diweddariad pellach i chi yng nghyfarfod Panel Llywodraethu'r Gymraeg ar 25 Medi. I am sorry for the recent breach of the Welsh Language Standards. There have been two breaches of Standard 1 in the past twelve months. We are taking steps to ensure this does not happen again. I will ask Cllr Elwyn Vaughan to make breaches of the Standards a standing item on agendas of the Welsh Language Governance Panel, to be effective immediately. These are the other actions we are taking: 1. I will arrange monthly compliance reviews with the Welsh Language Officer to ensure we treat Welsh equally in public correspondence. 2. We will issue guidance for staff on how to comply with Standard 1 via Corporate Communications with links to practical resources on our staff intranet. We will also make it easier for staff to access these resources. The action plan for Year 2 of our 2025-2030 Welsh Language Promotion Strategy states we will introduce an optional module on Welsh language awareness for staff after 31 March 2027. Following review we will make the module compulsory by March 2028. I will discuss this with Emma Palmer. This module will ensure staff are aware of the legal and human reasons why we must offer equal services in Welsh and English. I have asked our Welsh Language Officer to check what reference is made to the Standards in the induction process for new staff and I’ll update you on this. I have also asked the WLGA about opportunities for sharing best practice on Welsh language awareness amongst councils in Wales. I will provide a further update at the Welsh Language Governance Panel’s meeting on 25 September.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
