Response by the Cabinet Member: Powys County Council’s Housing Services is not the owner of the site. Our current understanding is that the site has outline planning for 19 units, which was secured by the previous owner Wales and West Housing Association. However, the application did not include adequate provisions for appropriate access to the site. To secure access compliant with all relevant planning and highways legislation may need the acquisition of additional land and properties adjacent to the site, alongside possible earthworks. Housing Services has considered whether or not an acquisition of the site for the development of Council housing would be viable but without ownership of the adjacent properties, this would not be the case. Discussions with the relevant property owners earlier this decade suggested that these owners were keen to retain ownership of their properties. Accordingly, no further action was taken by Housing Services, leaving any future development of the site to be taken forward by the site owner. We understand that the site is now owned by Hedyn, a housing association created through the merger of Melin Homes and Newport City Homes, both, housing associations. We have been advised that Hedyn intends to develop 12 x 2-bed houses and 4 x 1-bed flats as social rent tenure. As the strategic housing authority, the Council does support the development, and we recognise the need for social rent homes in Hay on Wye. The proposed development will be considered for allocation of Social Housing Grant. We await further details from Hedyn on the project as the association undertakes the necessary pre-development work including securing all necessary planning consents and regulatory approvals.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
