Cabinet received an update on the work of Joint Project Board for the Severn Valley Water Management Scheme (SVWMS) and considered proposals for the progression of a programme of public consultation to shape development of a strategy for managing water in the upper Severn catchment. Officers had worked with the Environment Agency, Natural Resources Wales and Powys County Council to progress work on a catchment based approach to water management in the upper Severn. The Scheme was potentially transformative using nature based solutions to transform delivery of flood prevention, drought management, carbon sequestration and biodiversity restoration, whilst potentially providing new revenue for the council. The £10million funding for development of the SVWMS had already been agreed by the Environment Agency with DEFRA. The Environment Agency has secured agreement to spend this funding, following completion and sign off of a number of business cases by the Environment Agency. This was aimed at supporting the initial stages of the project’s development and included an initial circa £600,000 payment for local authority support under a collaboration agreement between the Environment Agency, Powys County Council and Shropshire Council. Cabinet welcomed the proposed approach which would benefit Powys and provide a water management model for the rest of the country.
