Response by Head of Service: All councils in Wales have provided estimates of the expected increase in cost of the NI increase for our directly employed staff, including teachers and the staff employed within providers delivering Social Care. Although we are aware that the funding is being transferred through the Barnett formula, and there may be a shortfall, we do not have any detail about the overall quantum and what it is expected to cover. For example, through our budget setting process we have already allocated growth for the cost of NI for Social Care providers, but we expect funding from WG to cover the cost of our directly employed staff. We have specific reserves set aside for payroll pressures, and this would need to be drawn against if there is a budgetary shortfall. As soon as we have clarity about what will be funded and what it covers, we can then undertake our modelling on the financial impact.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
