Response by the Cabinet Member: Thank you for the question. It is important that matters on the public record remain factual and therefore, I am making clear that no “accounting error” has occurred. The Housing Service was asked to undertake a review of its spending in relation to the Housing Revenue Account. That review showed that spending priorities have changed due to a number of factors including a significant and sustained increase in homelessness in Powys. The Council has responded to the findings of our internal review and rebalanced the service finances. The report, debated fully and openly at Cabinet, highlights the blended approach to the funding of posts within the Housing Service and provides Councillors with the detail needed to understand this matter. As a previous Cabinet Member for Housing, I know you will understand the importance of this action to ensure we continue to deliver our services and statutory duties for people in Powys. I look forward to your support on the appropriate actions we have taken.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
