Response by the Cabinet Member: Many thanks for your query. Calculating the cost of providing education to out of county pupils is a complex process. Firstly, out of county learners (Monmouthshire) had to be individually identified by their postcode for each school and secondly for each of these individual pupils and schools, individual calculations based on their ALN, eFSM etc to reflect the different components of the funding formula. It is also important to remember that as a Local Authority, we are funded by Welsh Government for the out of county pupils via our annual PLASC figures and in many circumstances, they ensure that our border schools remain efficient and sustainable. Details for the 2025/26 financial year are provided in the attached table.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
