There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Response by Head of Service: The principle pedestrian access to Leighton primary school where the pedestrian movements occur is within a full time 20mph speed limit. There is a secondary access into the school site via the village hall car park into the school that is from a 40mph speed limit road where we have advisory 20mph signage in place at school drop off/pick up times. However, if they are accessing the school from the village hall car park, the children will have been driven there not walked there. A similar situation occurs in Llyswen where the speed limit outside the school is 30mph but reduced to 20mph outside the school and on the trunk road at school times. As for all the other primary and secondary schools in Powys with access from county roads (with the exception of Brynllywarch School which was identified in our previous response), we have full time regulatory 20mph speed limits in place.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
