Response by Head of Service: As discussed in our conversation, you wanted to know how many schools in Powys are not within a 30mph on a PCC highway. All schools in Powys are either within a 20mph speed limit or a variable speed limit that is 20mph during school opening and closing times. The only exception to this is Brynllywarch School, just outside of Kerry which is a rural location where all learners who attend this school arrive on school transport and are not expected to walk.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
