Response by the Cabinet Member: May I reassure you that the Highways Capital spend for 24/25 has not been cancelled. Maintenance of our highways asset is of significant importance to Powys County Council and the people of Powys. The capital programme in respect of highways capital spend is presented in the table below: 23/24* 24/25 25/26 26/27 27/28 28/29 29/30 Highways Core Allocation £1.5m £1.5m £1.5m £1.5m £1.5m £1.5m £1.5m HAMP, Structures Strengthening (excluding Glasbury) & Structural Maintenance £7m £5m £7m £9.4m £9.4m £9.4m £9.4m Street Lighting £1m £1m £1m £1m £1m £1m £1m Total £9.5m £7.5m £9.5m £11.9m £11.9m £11.9m £11.9m * HAMP (5m), Structures Strengthening (0.5m) & Structural Maintenance (1.5m) were separate budgets in 23/24 and have been combined in the table for ease of comparison. As can be seen there has been a significant reduction in highways capital 24/25, set against significant uplifts in recent inflation within construction. The service has presented a business case to the capital oversight board, and whilst it was hoped that there would be an opportunity for an in year adjustment to the capital allocation, due to the financial pressures across the authority, no in-year adjustment could be made. This matter has though been recognised and has been reflected in the future capital programme.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
