Response by the Cabinet Member: Thank you for your question regarding the river Usk. In terms of data on water quality for the river Usk, Natural Resources Wales (NRW) as the environmental regulator has published the following evidence: · Compliance-assessment-of-welsh-sacs-against-phosphorus-targets-final-v10.pdf This was published by NRW in 2021 and assessed compliance in the Welsh river SACs for phosphorous targets. NRW is expected to publish an update to this in early 2025. · Compliance Assessment of Welsh River SACs Against Water Quality Targets This was published by NRW in 2024 and assessed compliance in the Welsh river SACs for the following water quality targets: organic pollution (Dissolved Oxygen, Biochemical Oxygen Demand, Total Ammonia and Unionised Ammonia), metrics regarding acidity (pH and Acid Neutralising Capacity), and Trophic Diatom Index. Both reports refer to the river Usk and the latter report provides a summary overview of compliance for the river with specific mention to the Rhiangoll as follows: “One tributary, “Rhiangoll - source to conf R Usk” failed to meet its Total Ammonia target due to a single sample with a very high result in April 2017 which coincides with high BOD and Phosphorus results. It is likely that this sample was taken during a pollution event. With the exception of this one high result, the remainder of the samples taken on the Rhiangoll within the three year data period comfortably met the Total Ammonia target.” Powys County Council is an active member of the collaborative Usk Catchment Partnership which is hosted by the BBNPA. It is supporting the Core Group, its Knowledge Hub and relevant Task and Finish groups. The Partnership has also prepared a ‘State of the Usk Report’ which is expected to be published shortly. More information about the Partnership and its work can be found here: Usk Catchment Partnership. The partnership has recently commissioned the preparation of a Nutrient Management Plan for the Usk which will set out future actions for improving water quality.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
