Response by Head of Service: Thank you for your question of 6th January 2025 regarding inadequate Road Salt Provision in Llandinam with Dolfor Ward. For clarity I will answer your questions in the order in which you raised them. 1. Why have road salt piles not been adequately distributed and maintained in my ward, despite the known winter maintenance requirements, the recent periods of severe weather, and the Council's own winter maintenance policies? o To confirm, salt replenishment has been undertaken within your ward and across the County. However, due to the two recent storms of Bert and Darragh a more targeted approach had been undertaken with salt bins taking priority to avoid wastage of salt heaps being washed away. Since these storms have passed, a continuous replenishment of all salt provision including heaps has continued. • Is this due to a shortage of resources, such as salt, gritting vehicles, or appropriately trained staff, or are there systemic issues with the planning, prioritisation, and execution of winter maintenance operations within the authority? • There is no shortage of salt or gritting vehicles but we do have limited staff resources, especially as the Service has been operating seven days a week to enable winter maintenance operations to continue. This has to be carefully managed to ensure the operatives are able to react to extreme inclement weather events as per the HTR Winter Plan (attached). • If resource constraints are the primary factor, what specific actions is the Council taking to address these limitations and ensure adequate winter maintenance across the county, with a particular focus on meeting the identified needs of the Llandinam with Dolfor ward? • Please see previous answer. • What specific measures are in place to prioritise the needs of vulnerable rural communities within the Llandinam with Dolfor ward, particularly those reliant on class C and unclassified roads for essential activities such as livestock farming (including feeding, receiving feed deliveries, and transporting livestock to market), ensuring their safety and access during periods of severe weather? • As with all rural communities the HTR Service will continue to manage their needs as per the Winter Plan. In addition to this, and as discussed at the recent members meeting held in Llanidloes Depot on 21st November which I am informed you attended, the Council is more than willing to work with community councils and our local communities such as livestock farmers to ensure their safety and to enable access during periods of severe weather as reasonably practicable. Members were asked at the depot meeting that if they have any contacts to progress this further then please do not hesitate to contact your local Highways Area Manager to pass the details on.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
