There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Response by Head of Service: 1. 248 properties subscribed to the kerbside garden waste service in the 2024 season from the Talybont on Usk Electoral Division 2. Yes, all material is recycled via open-windrow composting. We currently do not have a buy back system in place, but this is being investigated currently and subject to viability it may be an option from 2025/26 onwards. 3. We do not currently have data at level granular enough to identify that of the green waste service specifically. 4. We stopped offering compost bins many years ago due to the very low take up and the cost to the Council through the subsidisation of the scheme. The low throughput made procuring them difficult, and the bulky nature of these large containers took up essential storage space for extended periods of time at our depots and Household Waste Recycling Centres. They are also readily and cheaply available from garden centres and online outlets with fast delivery, so it is very convenient for residents to purchase them elsewhere. 5. No. This would be something for local communities to develop themselves, but they would need to be aware of the licensing requirements with NRW for any such scheme.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
