Response by the Cabinet Member: Thank you for your question relating to the future of our leisure centres. I welcome the interest shown by David Chadwick MP and Jane Dodds AS in our leisure centres and I appreciate any efforts they make to secure additional funding to support leisure services in Powys. They have launched a petition to the Welsh Government that can be accessed at www.brlibdems.uk/campaigns/save-powys-leisure-centres. The wording of the petition is as follows: 'We the undersigned call on the Welsh Government to provide funding to Powys Council in order to modernise our leisure centres and protect them into the future.' The preamble to the petition makes specific reference to the need to modernise our leisure centres, including installing solar PV and better insulation. I wholeheartedly agree with that. Some work has already been done through grant funding to improve the energy efficiency of our leisure centres and that has led to a small reduction in energy consumption over the last year. A great deal more needs to be done to make our leisure centres sustainable for the long term. That requires investment both to properly maintain the buildings and to reduce energy consumption. However, the Council faces urgent and competing demands across all of its services that are a consequence of chronic and long term underfunding of public services and public buildings, not just in Powys, but across Wales and the UK. Any additional funding from the Welsh Government that may come as a consequence of this petition would make the task of maintaining our leisure centres in the years ahead much easier. It would also reduce the burden on the Powys council tax payer and assist the council in reducing our carbon footprint. For those reasons I would welcome any additional investment that may come as a consequence of this petition.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
