There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Response by Head of Service: Our routine gully emptying is carried out in accordance with our Highways Asset Management Plan 2019 (HAMP) document. Within this document it describes our Routine Maintenance Levels of Service which informs a programme of the following: • Class1 (A roads) and Class 2 (B roads) cleansed once per year • Urban towns and villages cleansed once per year • The remaining 34% of our network is then cleansed in response to road inspections and external reports. On top of this we also undertake works to help alleviate flooding such as: • Drainage grips – Class 1 and Class 2 roads cleansed once per year • The remaining network cleansed in response to road inspections and external reports. Ditches and Drains are cleaned in response to inspection and external reports. We also undertake ditching cleansing works throughout the winter months, which we started on Monday 4th November across the whole 9 highways areas within Powys. Part of the process for all of these works is to remove debris or silt from the area at which the drainage runs enter into the waterways. We would also work alongside our land drainage officers to help us laisse with landowners to ensure they are undertaking their responsibility of maintaining their ditches and drains within their land as the riparian owners. In terms of costs, for 2023/24, the budget was £625,740 but the actual spend was £1.026m due to the number of storms that occurred during the year.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
