The Chair was authorised to sign the minutes of the meeting held on 1 October 2025 as a correct record.

The Head of Business Intelligence and Governance presented the Head of Democratic Services Annual report 2024/25. The Committee made the following comments: · Powys should be clearly identified on the map on the front cover · Councillor Ange Williams was the Disability Member Champion for the period 2024-25 · The tables of attendance should be consistent in their appearance · Comparisons with previous years should be provided where possible to indicate the level of work etc · The title should read “2024-25 Annual Report of the Head of Democratic and Scrutiny” rather than “ 2024-25 Annual Report for Head of Democratic and Scrutiny” · It was noted that MS correspondence should be responded to within 10 days and this figure would be added to the report The report would be considered by Full Council and published on the website after it had been translated. It was moved and duly seconded to note the report, subject to the above changes and recommend it to Council. Resolved to recommend the report, subject to the above changes, to Council.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
