Grid Ref: E: 278934 N: 210438 Valid Date: 10/07/25 Community Council: Ystradgynlais Town Council Applicant: Ms Dee Muchenje Location: Former St John's Ambulance Offices, Derwen Road, Ystradgynlais, Powys, SA9 1HL Proposal: Change of use of offices to provide 3 x residential flats Application Type: Full application Councillor H Williams spoke as the local representative. Stephanie Connick and Nicola Griffiths spoke as objectors. A statement from the Huw Griffiths, Managing Director of Huw Griffiths Architects Ltd was read out by the Planning Solicitor, in his absence. In response to a question the Principal Planning Officer confirmed that the sizes of the proposed flats were 39 sqm, 56 sqm and 72sqm. The flats would add to the mixture of accommodation types in the area and as this was for open market housing there were no guidelines as to the size of each flat. If this had been for affordable housing the maximum size would be 115 sqm. It was noted that Ystradgynlais being within the South West of Powys has a 0% contribution of affordable housing for new development. The Principal Planning Officer advised that the sewerage undertaker had confirmed that there was capacity in the existing connection to accommodate the proposed development. In response to questions regarding parking the Principal Planning Officer advised that the Highways Authority had advised that given the existing use of the building, there would be no increase in traffic or parking requirements for this change of use. No objection on highway grounds was raised by consultees. It was moved and duly seconded to approve the application as recommended by the officer. Councillor K Lewis did not vote as he was not present for all of the officer’s presentation. The Committee received for information a list of decisions made by the Head of Planning & Regulatory Services during the period between 11/07/2025 and 17/09/2025.
The Committee received the Planning and Environment Decisions Wales [PEDW] letters regarding the following appeals: · Enforcement notice OPDE/23/0129 – Paw Print Woods, Gaufron, Powys. The Committee noted that PEDW had dismissed the appeal. The appellant had to comply with the enforcement notice within 12 months. · Application 24/0638/REM - The Dairy House, Cwm Linton, Churchstoke, Montgomery, Powys, SY15 6TN. The Committee noted that PEDW had dismissed the appeal. · Application 24/0231/FUL – Rhydygarth, Llandefalle, Brecon, LD3 0NR. The appeal was dismissed and the application for costs was refused. In addition, the Development Management Team Leader also referred to the appeal in respect of Application 22/0252/FUL- Land at Rhydblawd Farm, Disserth, Builth Wells, which had been upheld. The Committee noted that the application had been refused on three grounds namely noise, phosphates and highways, which related to an objection by the Trunk Road Agency. An inquiry had been held and PEDW upheld the appeal. The Development Management Team Leader advised that an internal review is being undertaken. In addition, an application for Costs was also awarded by PEDW but no further details were currently known by the Local Planning Authority in terms of details of costs. It was noted that the Trunk Road Agency pulled out of attending the Inquiry last minute and therefore did not put forward a witness to defend their grounds for refusal to the application.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
Lists the council's current councillors only. Co-opted members, officers and former councillors aren't shown.
