There is no summary of this meeting yet. One is written once the council publishes the minutes. The agenda and papers are below.
Response by Head of Service: The report was commissioned during December 2023 with a first draft report provided to the property team in February 2024. Feedback was provided to the consultants with a further draft provided in May 24. The final report was provided to PCC in September 2024 after input from PCC capital accountants. The brief to the consultants included the following provisions: • Review current policy, ascertain whether this Estate is effective under the current policy and, if not, seek to determine what the policy should be. • A review of the physical assets, and the general state of the Farm Estate, including an understanding of any investment requirements. • A review of the value aspects of the estate - capital values, rental incomes, and anticipated expenditure. • Development of a set of review options for a new Farm Estate policy and operating model. To include: the ‘status quo’ position, new options for leasing and managing/operating the estate, plus a set of options around the potential sale of the estate to support the council’s capital income requirements. • A summary of economic benefits/disbenefits for short-listed options. The report has been provided to the Farms Advisory group for discussion. There has been no decision to publish the report at this stage as the farms advisory group has asked that further discussions take place over the next twelve months regarding the farms estate and future proposals for same. The cost of the report undertaken by the external consultants was £17,750.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
