Response by Head of Service: I thank Councillor McIntosh for the question. In the context of rule 4.52.2 of the constitution, the word “put” means that the amendment or motion being discussed at the time should be voted upon. However, you will be aware that same word can have different meanings in different contexts. In the context of rule 4.39 .3 of the constitution (which provides that motions may be rejected if, in the opinion of the Monitoring Officer and the Chair they are substantially the same as a motion which has been put at a meeting of the Full Council in the past six months), the word “put” means that it was put before Council for its consideration in that the motion was put on the agenda for Council and debated at the meeting.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
