Response by the Cabinet Member: Thank you for your question dated 27th September 2024. As you may know, school clusters agree INSET days amongst the cluster group of schools, but they don’t necessarily agree or co-ordinate these days with other school clusters for a variety of reasons. This can lead to situations where one cluster of schools has an INSET day one week, and another cluster having a INSET days in another week. Unfortunately, within your question there were no specific details on which buses you saw operating, but looking at the date you sent the question, it would appear that the Brecon High School cluster of schools were on INSET days and I can confirm that there was no requirement from the Council for school transport contractors in this Brecon High School cluster to operate. However, what you may have seen were school buses that operate for A level learners where we transport learners to an alternate school when the home school in this case Brecon, has a cluster inset day. The other vehicles you may have seen were buses taking learners from the Brecon area to schools that were not on INSET days (for example Ystalyfera or Ysgol Calon Cymru which were not on INSET Days). The only other explanation is you saw school buses that are based in and around the Brecon, heading back from or out to Gwerynfed or Crickhowell schools which had different INSET Days and were operating normally on the day in question.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
