Response by the Cabinet Member: Powys County Council's Commitment to Road Network Maintenance Powys County Council is fully committed to maintaining the 5,500 km of road network within the county. This commitment is carried out in alignment with the Powys County Council Highways Asset Management Plan 2019, as approved by the Cabinet in 2019. Agenda for Cabinet on Tuesday, 8th October, 2019, 10.30 am Cyngor Sir Powys County Council (moderngov.co.uk) Funding for Road Repairs The following table outlines the base budget and actual spend on road repairs, excluding grants, for each of the last five years (finance currently does not have access to information pre-2019/20): Financial Year Base Budget Actual Spend 2019/20 £802,170 £708,679 2020/21 £785,320 £966,203 2021/22 £794,770 £1,178,692 2022/23 £831,860 £1,280,045 2023/24 £812,260 £1,366,161 We do not hold a separate budget for pothole repairs; these costs cover all minor repairs, including potholes, patching, kerbing, slabbing, and minor drainage repairs. The additional overspend within the service was to carry out extra works to maintain the highway to the relevant standard due to previous budget cuts. The overspend against the base budget was offset by underspend against other base budgets within Highways and other departments within Highways, Transport & Recycling, as well as higher forecast incomes within Highways and other areas of Highways, Transport & Recycling. Insurance Claims Due to Potholes The table below shows the level of settled insurance claims due to potholes over the last seven years: Financial Year No. of Settled Claims Payments 2017/18 19 £58,189.69 2018/19 61 £22,930.67 2019/20 37 £16,845.28 2020/21 26 £24,222.70 2021/22 27 £19,295.55 2022/23 14 £8,635.74 2023/24 13 £14,323.70 The payments include not only the claim amounts but also other costs such as solicitor’s fees and medical costs. External Financial Support for Road Maintenance We have received some grants for "Public Highways Refurbishment" in the past seven years. However, this capital funding does not apply to pothole repairs and maintenance as it cannot be used to fix things or fill in holes. Pothole Management and Adherence to Welsh Government Guidance Our highway inspectors undertake a Course Visual Inspection (CVI) based on the CSSW (2014 – CSS Wales - Carriageway Annual Engineering Inspection Guidance) methodology each time they conduct a safety inspection on our county roads. This information is held internally on AMX and is used to highlight road conditions. We also conduct SCANNER surveys for A, B, and C roads. The highways inspectors use this information to propose roads for Structural Capital repairs funding. Percentage of local authority road network in poor condition by road type and year (gov.wales) In terms of league tables, we used to have the Public Accounting Measures for Road Condition, but these ended around 2019. For A and B roads, we performed reasonably well, but we were at the bottom of the league for C roads. Our A and B roads will always score higher than our C roads, as explained in the Powys County Council Highways Asset Management Plan 2019 under Section 7 Strategy and Section 8 Hierarchy. While there is no specific Welsh Government guidance on inspection or maintenance, we align with the CSSW Highways Asset Management Plan, which was approved by the Cabinet. Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
