Response by the Cabinet Member: The Cabinet Executive considering the Medium-Term Financial Strategy on 30 July 2024, saw a table of capital investment estimates for necessary maintenance and carbon reduction measures on leisure centres, schools, and county farms. This total was £563m and was reported as assumptions at the time. Asset surveys commissioned as part of the Leisure Review, conducted in July 2023, provided the data underpinning this capital investment figure. The cost of backlog maintenance repairs was assessed, and the cost for improving the stock with energy efficiency and carbon reduction measures (categorised as ‘NetZero’ measures) was scoped at 3 times the backlog maintenance cost. For the remaining assets, Schools and Farms, NetZero enhancement costs were extrapolated from the known backlog maintenance costs. These NetZero measures estimated to total £447m across these three asset categories. The figures had been provided with the caveat that they were high level estimates, and site-by-site surveys would be required to provide a definitive cost. The Leisure Review surveys cost £72,000 for 11 sites. The portfolio has 90 schools and 151 farms. While delivering high-level indications of cost for the portfolio, senior officers considered the approach of extrapolating the data from the known survey data as the best available for reporting the scale of investment challenge the council faces in meeting carbon reduction commitments.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
