The Chair noted that there was a consultation underway on a proposal for a new railway line between Aberystwyth and Carmarthen which would be very beneficial for the area. The meeting received details of the outcome of the public consultation on the Regional Transport Plan and proposed amendments. These amendments were considered by the CJC Transport Sub-Committee on the 29th April 2025 and recommended to the CJC for approval. Since that meeting, a further late comment had been received from Natural Resources Wales and authority was sought to make further minor amendments if required as a result of the NRW comment. Sarah Groves-Phillips, Strategic Lead, Strategic Development Plan/Policy Manager gave an update on the CJC Strategic Development Plan. Since the last SDP update in October 2024, when it had been agreed that a delivery agreement would not be undertaken by the end of the year for lack of resources, the regions had made representations to the Cabinet Secretary for Economy, Energy and Planning on resourcing and the lack of an SDP manual. A response had not been received but indications were that the SDP manual may not be available until spring of 2026. Consideration was being given to how to reduce the costs of delivering an SDP and proposals would be brought forward in the coming months. As things stood, Ceredigion’s LDP remained on pause with Welsh Government recognising the reasons due to the forthcoming Marine nutrient release and housing numbers. Powys’ LDP was working towards approval of the deposit stage at the end of 2025. Bannau Brycheiniog National Park Authority were out to consultation on their delivery agreement. Mid Wales was broadly in the same position as the other regions. The Sub-Group would be working on ideas on how to make savings on delivering the SDP and seek Welsh Government support before the SDP manual was published. There was no confirmation of when the Marine SAC would be released, although there were indications that it would be before the end of 2025 and applicants and agents were being advised as such. NRW had promised to let local authorities know before its release. The delay was caused by the removal of data from English catchments, effectively removing the River Severn catchment out of the data release. The Chair asked about the proposal to create a new national park in North East Wales and it was confirmed that, if established, they would need to be part of the CJC when considering the SDP. The Vice-Chair asked if NRW were factoring in the socio-economic consequences of decisions blocking development. The view was that NRW would simply be assessing whether targets had been passed or failed and would not take the effects on development into account which would have a significant impact. Steps were being taken to manage the impact, with Ceredigion installing their own marine monitors, to help evaluate the NRW data.

RESOLVED to forward the Manifesto for the Mid Wales Corporate Joint Committee to the Welsh Government.
The manifesto for the Mid Wales Corporate Joint Committee set out the vision for the Committee delivering its responsibilities. By working together in partnership, the CJC must add value that will help improve the lives of people living in Mid Wales, setting strategic ambition but managing through local delivery. Both authorities worked through in-kind contributions which did not duplicate teams or functions or which created an additional financial burden. RESOLVED to forward the Manifesto for the Mid Wales Corporate Joint Committee to the Welsh Government.
The Cabinet Secretary for Housing and Local Government had written to the Chairs and Vice-Chairs of CJCs advising that each CJC would be provided with £200k to support the delivery of the ambitions of the forthcoming CJC prospectus. There would be a meeting with Leaders and the Cabinet Secretary for Economy, Energy and Planning and the Cabinet Secretary for North Wales and Transport on 7th May. The Vice-Chair noted that the Mid Wales CJC’s arrangements accorded with Welsh Government’s expectations that they should be flexible and proportionate.
The report outlined progress on the portfolio. CJE advised that since the last meeting the Mid Wales Commercial Property Investment Fund had been launched in Abermule but that there had been more applications than funding available. He advised that Welsh Government were having discussions on the future of CJCs and the allocation of funding. The Welsh Government was waiting for confirmation from UK Government on funding before publishing their prospectus for CJCs.
