RESOLVED not to adopt the Single Transferable Voting system.
Council considered the results of the consultation carried out on whether or not future County Council elections should be run on a single transferable voting system (STV) as opposed to the current first past the post system (FPTP). The consultation took place between 12th August 2023 to 30th September 2024 with residents registered to vote in Powys and with Town and Community Councils. The online consultation resulted in 1,268 responses which gave a Powys population response rate of 1.12% based on residents aged 16+. The one response from a Town and Community Council was in favour of first-past-the-post. The results of the consultation were Option Number Percentage First-past-the-post 351 27.6% Single Transferable Vote 768 60.5% Unsure 76 6.0% Another voting system 58 4.6% Did not answer Q5 15 1.3% Total (Consultation + 2 emails. NB 1 emailer used the online system) 1268 100% A number of members queried if individuals had been able to submit multiple responses. Council was advised that when an anonymous respondent submitted a survey, the cookie in their browser established a unique user ID. This highlighted if the same browser/device was used more than once, for example in a library, but could not show if it was the same person responding multiple times. 71 duplicate user IDs identified, which did not significantly alter the outcome of the consultation. Council voted on whether or not to adopt the Single Transferable Voting system and by 35 votes to 21 with 5 abstentions it was RESOLVED not to adopt the Single Transferable Voting system.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
