Apologies for absence were received from County Councillors C Hall and S L Williams.
The Chair was authorised to sign the minutes of the meeting held on 2 September 2024 as a correct record. In response to a question the Head of Business Intelligence and Governance advised that the final amendments were being made to the Members’ Handbook following the Members’ seminar in September. Once the changes had been made the Handbook would be translated and then added to the Members’ section on SharePoint.
There were no declarations of interest.
The Committee considered the report regarding the results of the survey where all councillors were asked for their views on what Member Champions [MCs] were needed going forward. It was noted that only twenty responses were received and that seven had commented that MCs are not needed. After discussion it was considered that the three current MC roles should continue and that expressions of interest should be sought for these roles. Recommendation to Full Council That the current MC roles - Armed Forces, Anti-Poverty and Disability should continue and no others are required and that expressions of interest should be sought for these roles.
The Committee considered the report regarding the review of the remuneration of the Chair of the Employment Committee. The Committee noted the advice received from The Independent Remuneration Panel for Wales [IRPW] on whether ad hoc payments can be made to Chairs for work, where they do not receive senior salaries and that it was for the Council to decide whether it can make ad hoc payments. Recommendation to Full Council that a one-off payment of a senior salary for a period of three months be paid to the Chair of the Employment Committee in acknowledgement of the workload associated with the recruitment of the Corporate Leadership Team.
The Committee received the report regarding changes required to the Constitution. The Committee noted that Regulations had recently been implemented by Welsh Government which require implementation under Part 4 of the Public Health (Wales) Act 2017 by 29th November 2024. Section 13 Responsibility of Functions of the Constitution needed to be amended to reflect the change in the legislative structure. Recommendation to Full Council that the amendments to the Constitution are adopted.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
Lists the council's current councillors only. Co-opted members, officers and former councillors aren't shown.
