Response by the Cabinet Member: Thank you for your questions and my responses are as follows: a. All schools are required to have appropriate and actionable lockdown procedures in place. In response to the events in Carmarthenshire earlier this year, and in order to provide additional support, all schools were asked to submit copies of their lockdown procedures so that these could be reviewed by a group of officers and feedback is being given. b. The local authority recommends that all schools practice their lockdown procedures with learners at least annually. c. All schools buildings have the facilities to be made secure should lockdown procedures need to be enacted. d. Not all schools have blackout blinds, however, a robust and actionable lockdown procedure is most important in this situation. Individual school sites will have lockdown procedures which respond to their local needs and designated rooms, for example, schools will select arrangements including the use of those rooms which might be centrally located, rather than those on the periphery of the building. Schools use a variety of window coverings including window blinds and curtains, however, these are one aspect of a possible lockdown measure. e. All schools buildings have the facilities to be made secure at all times, including evenings, weekends, and holiday periods.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
