To approve the minutes of the last Mid Wales CJC held on Monday, 29th January 2024 - County Councillor Bryan Davies proposed that the minutes of the CJC meeting held on Monday, 29th January 2024 be signed as a true record and seconded by County Councillor Gareth Ratcliffe.
To receive the report on the update of the Regional Transport Planning Sub Committee, together with the associated appendices presented by Ann Elias. Decisions Sought: a) To note the content of the report and next steps in relation to the development of a Regional Transport Plan for the Mid Wales CJC. b) To grant a delegated power to the Regional Transport Planning Sub Committee to agree to approving the Regional Transport Plan Case for Change and Engagement Plan before sending these to Welsh Government at their meeting on the 16th May 2024. • The programme of delivery has an extremely tight timeline, and the next deliverable for the RTP programme is the requirement to submit the Case for Change and the Engagement Plan. • The next Regional Transport Planning Sub Committee meeting is the 16th May which follows this meeting therefore on this occasion delegation is sought for the Regional Transport Planning Sub Committee to endorse the two documents on behalf of the Mid Wales Corporate Joint Committee and agree the programme of dates for the committees of the CJC to conclude the process of completion of the Regional Transport Plan. County Councillor Bryan Davies queried foreseeing any issues with the change of Minister in WG from Lee Waters to Ken Skates. AE advised that the Chair and Vice Chair of the Regional Transport Planning Sub Committee have a follow up meeting with Ken Skates scheduled for next week and suggested inviting the Chair and Vice Chair of the Mid Wales CJC to that meeting. ACTION – AE to send date of meeting with Ken Skates to Chair and Vice Chair of Mid Wales CJC to attend next week. RECOMMENDATION To agree Case for Change to be approved and brought back to the Mid Wales CJC for final approval by 14th April 2025. County Councillor Bryan Davies proposed that the recommendation for Case of Change be accepted and this was seconded by the Chair.
To receive a verbal update report on the Strategic Development Planning Sub Committee from Sarah Groves Phillips. • The SDP Sub Committee has not met since the last CJC meeting in January 2024 predominantly because there are various internal decision-making going on in different Authorities re planning for preparation of replacement plans and timescales. • An SDP Workshop is scheduled for the 13th June where regional partners will provide a position statement and discussions focus on how best to take the SDP forward considering the legal guidance that Powys sought and its implications. • Resource allocation will be on the agenda with predictive budget and timeframes to aid those conversations. • Discussions around possible shared ICT systems on the agenda. • The seconded SDP Officers from Ceredigion CC continue to attend and feedback into the RTP workstreams and meet regionally. • Since the last CJC meeting, letter dated 16th February 2024 received from Julie James, Minister advising that an expectancy of a ‘delivery agreement’ for approval by the end of 2024. This delivery agreement date has not been made mandatory but is a desire. • At the Planning Officers Society of Wales meeting, a discussion was held on the SDP Manual with WG Officials and their intention to publish by next Spring 2025. Without this manual it is difficult to assess what is expected from an SDP. • A ‘Position Statement’ including other Authorities position – • North region – have a dedicated Officer on secondment from WG responsible for the Economic Plan, the SDP and the RTP. Delays ensued given the wide remit and they are not able to agree a ‘delivery agreement’ by the end of this calendar year. • Southwest region – no dedicated resource and have written to WG requesting resource support before they begin SDP work, hence no ‘delivery agreement’ by the end of this calendar year. As yet no formal response to their request from WG for resource support. • Southeast region – this includes Cardiff Capital region. Requested Bridgend CC to begin work on preparing a ‘delivery agreement’ which Bridgend are doing as finished work on LDP. No formal decisions made at their CJC re resourcing an SDP and no current budget. The Southeast however do hope to submit a ‘delivery agreement’ by the end of this calendar year. • SGP will be able to report back after the next SDP Sub Committee in terms of the Mid Wales area position. • County Councillor Bryan Davies suggested not to focus too much on timeframes as a recent meeting with Julie James, Minister highlighted the resource factor. It is important that the ‘delivery agreement’ is presented accurately on behalf of Ceredigion and Powys CC and guidance will be taken from SGP on the resource issues. • The Chair asked for guidance from the Monitoring Officer who advised that the Mid Wales position must be made clear by the next SDP Sub Committee on 13th June. • BBNPA updated on their position. It was agreed at a recent Board meeting to stop work on the Bannau Brycheiniog Development Plan and seek formal withdrawal by notifying the Minister and subject to Minister approval, to provide a new ‘delivery agreement’ for consultation with WG. • The Chair discussed how the various Authority positions will align with the Economic Development Strategy and Regional Transport Plan. • SGP suggests a conversation needs to be held regionally with relevant Leads and then report back on how to interlink the positions. A detailed timeline to move forward has been completed and this can be reported at the next CJC Meeting in July 2024. • Brief discussions around Article 4 to aid with the SDP preparation within Local Authorities. SGP advised that this will be investigated but not at this stage of the work.
County Councillor Bryan Davies briefly discussed the resource implications of each Authority for SDP work after recent meetings with Julie James, Minister.

Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
