Response by the Cabinet Member: Thank you for your questions, which I have repeated for ease of reference. What is the established procedure for addressing rodent infestations in abandoned properties within the jurisdiction of the council? The procedure for investigating complaints in abandoned properties does not differ from that of an occupied property. The responsibility for keeping land clear from rats and mice remains with the owner of the property even if it is unoccupied. The Environmental Protection Service will investigate complaints of rats and mice on land and will visit to check for signs of rodent activity. If an infestation is found, officers will liaise with the owner of the property and require them to undertake treatment and/or works. Where this cannot be achieved via an informal approach then a notice under the Prevention of Damage by Pest Act 1949 may be served. How frequently are abandoned properties inspected for signs of rodent activity, and what measures are taken if an infestation is discovered? There is no programme in place to inspect abandoned properties for signs of rodent activity. The measures taken if an infestation is reported is set out above. What steps can residents take to report suspected rodent activity in abandoned properties, and how can they ensure that their concerns are addressed in a timely manner? Residents should report any concerns they have about rodent activity on land using the following link Report an environmental nuisance - Powys County Council or 01597 827467. Officers of the Environmental Protection Service will then investigate the complaint. Are there any plans in place for preventive measures or campaigns to educate the public about rat control and management? Powys County Council ceased to operate a pest control service in 2014 and as a result there is no resource available to carry out preventative work or campaigns. Advice on pest control is available on the Council’s website using the following link Pest Control - Powys County Council
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
