Response by the Cabinet Member: Tra bo codi arwyddion traffig oddi ar briffyrdd y sir yn fater ar gyfer y Cyngor Sir fel Awdurdod Priffyrdd, byddai angen i gais am arwyddion traffig i gyrchfan twristiaeth gael ei wneud, a’i ariannu gan berchennog neu weithredwr y cyrchfan. Nid oes unrhyw gais wedi cael ei wneud hyd yma. Fodd bynnag, caiff arwyddion twristiaeth eu hystyried, fel arfer, pan fo nifer sylweddol o bobl yn ymweld â safle a phan fo digon o le i barcio yn y cyfleuster hwnnw yn cael ei ddarparu ar gyfer yr ymwelwyr hynny. Deallaf yr angen am arwyddion digonol i’n safleoedd hanesyddol amlwg a phwysig, ond mae’r cyfleusterau parcio yn Sycharth yn gyfyngedig iawn ac mae’n bosibl y byddai annog pobl i ymweld drwy osod arwyddion i’r lleoliad hwn yn annog mwy o ymwelwyr nag y byddai modd ymdopi â nhw. Deallaf fod yr Awdurdod Priffyrdd yn wreiddiol wedi argymell gwrthod rhoi caniatâd cynllunio i adeiladu maes parcio ar y sail fod y llwybr tuag ato yn anaddas. Ar ôl ystyried maint yr atyniad a’r parcio sydd yno, awgrymaf, gyda phob parch, na fyddai’n cael ei ystyried fel cyrchfan sy’n diwallu’r gofynion ar gyfer arwyddion twristiaeth. Whilst the erection of traffic signs within the highway on the county roads maybe a matter for the County Council as Highway Authority, the request for traffic signing to tourism destinations would need to be applied for, and funded, by the destination’s owner/operator. To date no application has been made. However, tourism signing is normally only considered where there is a significant number of people visiting a site and there is adequate parking at that facility to cater for those visitors. I understand the need to have adequate signage to our prominent and important historical sites but the parking facility at Sycharth is very limited and to positively sign people to this location may encourage more visitors than can be accommodated. I understand the Highway Authority originally recommended refusal to the planning permission for the construction of the car park based on the route to it was unsuitable. Perhaps I can respectfully suggest that given the scale of the attraction and its parking, it would not be considered as a destination that meets the requirement for tourism signing.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
