Response by the Cabinet Member: Being open and transparent is essential for the Council. With regards to disposing of assets, it is vital that assets are processed in line with the adopted Powys County Council Corporate Asset Policy. The policy clearly outlines the processes to be followed by all involved in relation to transferring, acquisitioning, disposing, leasing, monitoring, and managing assets. Adherence to adopted policies ensures that the council operate in an open and transparent manner. With regards to capital receipts, I would refer you to the Capital and Treasury Management Strategy 2023-28, approved by Council on the 23rd February 2023. This document outlines the how capital receipts are to be used.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
