Response by the Cabinet Member: Thank you for your questions in respect of farm valuations. Powys County Council is required to periodically value its property assets to comply with Welsh Government capital accounting standards. Property on the County Farms Estate is due for valuation this year and Cooke & Arkwright have been appointed by the County Council to complete the valuation exercise. To this end we wrote to all tenants in April to confirm that valuations were taking place and the reasoning for same. The valuations are not therefore being obtained as a means of identifying which property should be sold. However, the farms estate is in constant review, as are all PCC building assets, and inevitably some farms may be declared surplus from time to time. We currently have two farms being marketed for sale, having been declared surplus to requirements, these being Gadair, Llanfyllin and Ty Gwyn, Caersws.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
