Response by the Cabinet Member: The traffic counts being undertaken within Newtown are being commissioned by Transport for Wales [TfW] as part of their work with Welsh Government to assist in implementing and monitoring the legislative change of making the restricted road speed limits 20mph. We will therefore not have access to the data however expect that TfW will report on any outcomes. At this stage we will not know what that reporting will look like nor the level of detail it will include. It may be possible for the Community Speed Watch to contact TfW direct to gain access to that data. In terms of enforcement this will be a matter for the Police to consider along with other Policing priorities. However no additional resources will be made available over current levels or roads policing. The change to 20mph is not intending to be an overnight success and expected to be more generational change much like the laws requiring the wearing of seatbelts. Compliance of the 20mph is therefore not expected to be high post September 17th. There will also be no funding provided to consider any forms of traffic calming or other interventions where speeds remain high.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
