Response by the Cabinet Member: Thank you for your question regarding NRW issues at Hay-on-Wye. I can confirm the current consultation (please see attached link) Flood Risk Management Plan for Wales - Natural Resources Wales Citizen Space - Citizen Space (cyfoethnaturiol.cymru) is open until 24th May 2023. Powys CC as a Risk Management Authority (i.e. as a Lead Local Flood Authority and a Highway Authority) will have their input into the consultation. In terms of Duals Brook being an ordinary watercourse, NRW and the EA would regard respective LLFA’s (Herefordshire and Powys) to be relevant authorities. However, and as discussed at a site meeting between NRW/EA/Powys (LLFA/Emergency Planning)/Herefordshire (LLFA)/Dwr Cymru Welsh Water held with Residents and MS at Hay-on-Wye at the end of September last year, the biggest influence here is the River Wye, particularly when the river is overflowing. The number of properties recently affected by internal flooding on the Powys side of the Dulas Brook is low. In recent years we are only aware of one property, which is usually their basement. The greater number of properties affected by flooding occurs on the Herefordshire side. In respect to managing flood risk on the Powys side, it is our intention to inform residents of the opportunity of obtaining grant money to carry out protection works via the SPF Flood Resilience programme that Powys is progressing for this financial year. Hope this clarifies matters.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
