Thank you for your question on the issue of second homes and short-term lets. Welsh Government’s planning measures introduced amended use classes as summarised in the Ministerial letter dated 28th September 2022: Changes to planning legislation and policy for second homes and short-term lets | GOV.WALES As a general rule, changes between the (new) use classes will be permitted development. However, the permitted development rights can be dis-applied within a specific area by an Article 4 Direction made by a local planning authority on the basis of robust local evidence. In accordance with the updated Planning Policy Wales, this Authority will need to gather evidence on the prevalence of second homes and short-term lets in localised areas across Powys and take this into account when considering housing requirements and policy approaches in the Replacement Local Development Plan (LDP). It will be necessary to consider whether the evidence demonstrates localised intervention is necessary. Evidence gathering on this issue will take place as part of the Replacement LDP timetabled work.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
