Response by the Cabinet Members: Thank you for your questions. Our responses are as follows: 1. The assumptions made to arrive at the forecast income for 2023/24 were based on the new car park charge rates multiplied by an estimate number of ticket sales. We intend to carry out a review and comparison of the ticket sale numbers at the end of quarter 2 (Sept 2023), and then subsequently quarterly thereafter. Actual ticket sales numbers will be compared to both ticket sales made in 2022/23 and the estimated sales tickets numbers for 2023/24. 2. The service was targeted with achieving an additional £50k income from car parks in 2023/24 as part of the Finance Resource Model for 2023/24. Whilst this additional £50k income is not ring-fenced specially for the residents of Newtown, it does indirectly benefit Newtown residents, as savings targets help the council to minimise council tax increases to Powys residents and also helps the council fund budget pressure areas to ensure budgets are assigned to areas most in need. 3. The income generated supports both (1) spending plans in the areas most in need and (2) is used to fund car park expenditure (enforcement staffing, rates, maintenance, electricity).
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
