Response by the Cabinet Member: At the Cabinet meeting of March 11th 2022, Cabinet considered the Objection Report for the proposal to close Cradoc CP School, Mount St Infants and Mount St Junior School to create a new primary school. Cllr Iain McIntosh raised a concern that the capacity figure of 175 that was used throughout the consultation process was inaccurate. A response was given to Cllr McIntosh at the meeting that the capacity figure of 175 had been agreed with the headteacher. The written agreement from the headteacher is dated the 26/09/19 and this was the basis of the information provided during the consultation process. Also, for information, local authorities are required to review surplus places in schools, as outlined in the School Organisation Code: ‘Where there are more than 10% surplus places in an area overall, local authorities should review their provision and should consider whether to make proposals for their removal if this will improve the effectiveness and efficiency of provision. A significant level of surplus provision is defined as 25% or more of a school’s capacity (as defined in Circular 21/2011) and at least 30 unfilled places.’ The capacities of all schools in the county are due to be reviewed within the next 12 months.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
