Response by the Cabinet Member: 1. We are working towards a commencement on site in November 2024 2. We are working towards a completion of the school building in November 2025 3. The construction costs are currently being reviewed and will be market tested in the next few months. 4. Interest rates have been fluctuating significantly during this financial year and the forecast used when calculating these had fallen between the two reports. As stated in both reports these are estimates provided at a point in time and with continuing uncertainty over future interest rates the actual cost will only be known when the borrowing is taken out. 5. The school is designed to accommodate 150 pupils. 6. A catchment area map will be developed in line with the plans for the new school. An understanding of the exact location of the new school is required in order to define the catchment. 7. Parents are able to apply for a place for their child at any school, regardless of whether they live in the catchment or not, and they would be allocated a place if there was a place available. However, if a school is over-subscribed, then applications are considered in accordance with the ‘over-subscription criteria’ as follows: · The following criteria are applied, in order of priority when allocating primary school places: a. The presence of an elder sibling residing at the same household, with the household being within the primary catchment area of the school, when the pupil commences at the school. To qualify, primary siblings must be in Reception to Year 6 and, in the case of an all-age school, secondary siblings must be in Years 7 – 13 11 . b. The primary school is closest to the location of the home. c. Any medical and social needs relating to the individual child where attendance at particular school is essential. Evidence will be required to accompany the application form. d. The presence of an elder sibling residing at the same household, with the household NOT being the nearest primary school, when the pupil commences at the school. To qualify, primary siblings must be in Reception to Year 6 and in the case of an all-age school, secondary siblings must be in Years 7 – 13 6 . e. The location of the home in relation to the school and alternative schools if the primary school applied for is not the one which is closest to the home location. 8. The existing school will remain operational during the construction period and no temporary provision is currently envisaged. 9. Both Sennybridge CP School and the new Brecon Primary School will be funded jointly by the Council and the Welsh Government, as part of the Sustainable Communities for Learning Programme (previously known as the 21st C Schools Programme) – the Council’s ‘Band B’ Programme is £113m, with approx. £5m unallocated funding currently. Estimated costs for the new Brecon Primary School, at the time of consultation, was approx. £9 - £10m, however, costs have subsequently increased due to inflationary pressures therefore the expectation is that the costs will be higher. Welsh Government has written to all local authorities confirming that the Sustainable Communities for Learning is continuing and are requesting new Strategic Outline Programmes to be submitted - any additional funding required for the new Brecon Primary School would be included in this. The Council would be eligible for 35% of the cost of this school and this will be decided closer time and will consider all the funding sources available, not just borrowing. 10. The exact funding options for these schemes will be decided closer time and will consider all the funding sources available, not just borrowing. As this early stage it is not possible to indicate a loan term as this depends on the interest rates available at the time the borrowing is required and the maturity profile of the councils existing debt portfolio. 11. It is not possible to guarantee the capacity levels at any school. The Council can only estimate pupil projections for the next five years., therefore it is not possible to know how many pupils will be attending Sennybridge in 2030. 12. This would be a decision for the Schools Service, Head of Finance and Cabinet/Council should the need arise.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
