Response by the Cabinet Member: Thank you for your questions, which I have repeated below for reference. · How frequently are designated ‘Safe Routes to School’ reviewed? School Transport routes are reviewed each time there is an amendment to the route i.e. Change to the pickup or drop off points, extension to the route. These assessments are completed within 6 weeks of the change by the operator and submitted to the PTU. · How often are the associated risk assessments refreshed, in the light of legislation changes, safeguarding matters, topographical issues or changes in adjacent land use, which may affect the safety of a given footway/cycle way? Parents can request a Risk Assessment to be undertaken on a walking route that is under the qualifying distance for transport that they deem unsafe and has not already been assessed. When a request is received by the Passenger Transport for a Hazardous Walking Route assessment this is undertaken by trained Risk Assessment Officers and is based on the criteria set out by Welsh Government [WG]. If we are notified by WG of any changes to the legislation, then we would respond accordingly. With regards to changes to land use, cycle paths etc then we would be informed of these changes by our colleagues in the relevant department in Powys and act accordingly. · Are the latest risk assessments available for viewing by learners / parents / guardians or other relevant stakeholders? The operators have until the 20 February 2023 to submit the WG Risk Assessment information for changes to routes as a result of school transport optimisation in January 2023. These will be analysed and followed up / action taken if needed. These will be available for viewing on request once they have been reviewed. · Would the Portfolio Holder/ Head of Service consider an invitation to walk the route from Talgarth to Gwernyfed High School with a number of interested learners / guardians / parents at a mutually convenient time? This route has already been Risk Assessed under WG guidance in 2018 with the exact task carried out as above. The outcome of the assessment concluded that the route was safe to walk. If there have been significant changes since 2018 and parents of non-entitled learners would like it re-assessed then these changes would need to have impacted on the safety of the route - if this is evidenced a re-assessment can be considered. I would be happy to consider the invitation to walk the route from Talgarth to Gwernyfed as suggested.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
