Response by the Cabinet Member: Thank you for seeking deeper detail about our changes to the way in which Direct Payments will be delivered and, importantly, how the experience of Direct Payments users can influence the changes. Consultation with citizens who use services is a key part of the procurement process for services. The changes to the current system of Direct Payments service delivery pertain to the administration of the payroll on behalf of people who use Direct Payments and have come about in response to a sustained period of service delivery challenges, in which a significant number of carers and personal assistants paid by Direct Payments did not receive their payments in a timely manner. Affected Direct Payments recipients, carers, PAs and their representatives made us aware of the failures (which owed to the way in which the Covid-19 pandemic affected the provider's workforce capacity) and the distress and anxiety thereby caused. Powys Adult Social Care recognises the crucial service provided by carers and personal assistants and the need to ensure that they are paid on time, every time. The contract in place with the current provider is due to come to an end, and routine recommissioning activity to determine new delivery arrangements going forward commenced while the payroll issues were happening and was influenced by the feed-back we received from the current provider's service users, and their representatives. The new arrangements will commence on 6th April this year, and service users or their identified suitable persons will receive a range of communications about the changes in provision in the period leading to that date. Consultation with service users and key stakeholders to monitor their experience of the new arrangements will take place from 6th April until 6th October this year. In addition, the revised contract monitoring arrangements will embed key performance indicators relating to regular and ongoing service user feedback and engagement, to ensure continuous learning and development. Please let me know if this doesn't answer one or more of your questions fully, and also should you require further detail.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
