Response by the Cabinet Member: Thank you for your query with regard the additional gritting of all school routes. Unfortunately, under the policy these routes do not qualify to be gritted on the primary treatment of our network. They are secondary treatment routes. Attached is the current Winter Service Plan which is in place. The Winter Service Plan is shared each year with members of the public and others and is in place on our website Winter gritting - Powys County Council There are salt heaps at Llanfihangel Nant Bran especially on the hill above the bridge. We can arrange to put a new grit bin on site, and the local team has been advised to do this. The secondary treatment routes would only be treated following a prolonged period of cold weather (between 5-7 days continuously) when resource allows in day light hours only. As with anyone undertaking a journey, we would expect them to drive to the conditions of the road and weather at that time taking responsible caution if roads are icy. It is very much part of your role as local member to bring issues to our attention and I thank you for that. However, in this instance we cannot provide the level of support you feel is required and have agreed to place a new grit bin at the site which will ensure that residents can put grit in place whenever they feel it is needed. Should the bin need replenishing before the spring months this can be requested. Outlined below are the various obligations and treatment outlined in the existing Winter Routes Policy for Powys County Council. Primary Treatment Regime Primary treatment comprises highways across the county forming the highest level in the transport infrastructure. Single access routes along a public highway to education establishments are also included from the nearest main route together with access routes to hospitals and emergency services facilities where practicable. Secondary Treatment Network This comprises highways not included in the Primary Treatment Regime, but which generally give access to centres of significant population such as: town shopping centres, residential homes, waste transfer stations, military establishments, industrial estates and medical practices. (Whilst a network of routes has been developed the priority for the order of treatment will be dependent on local conditions, impact on safety and maintaining services.) Secondary Treatments will only be carried out in extreme events. They will only be completed during the working day and when resources allow. Salt Bins / Heaps Salt/grit bins or heaps primarily for self-help purposes will be provided prior to the onset of winter. These will generally be situated on the minor road and footway networks. Replenishment will take place on a needs basis during the winter period.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
