Response by the Cabinet Member: Thank you for your questions regarding the leisure proposals as suggested by Freedom Leisure to address the immediate in year financial pressures for 22/23. As you will have seen, additional information was sent to all Councillors on Wednesday 21st December which is the same information received by Cabinet to inform their meeting on 13th December. There will now be a more comprehensive review starting early in 2023 to consider the future sustainability of all leisure centres in Powys. In answer to your more specific questions [which are repeated for reference] - 1. Don’t communities have the right to be consulted on changes that will impact then under the Future Generations Act? 2. How much consultation has been done of this proposal? · (Answer to both Q1 & Q2) – as these measures were ‘temporary’ and ‘short-term’ to address a specific situation, there was not time to undertake a full consultation and we were not required to do so. However, there will be a full consultation undertaken as part of the wider review. 3. How much thought and consideration has been given to the long term risks involved in such a proposal? · There is always consideration taken to the risks of any proposals, however these proposals were focusing on a short term / temporary situation to deal with an immediate issue. There were always plans to undertake a full review of the whole of the leisure provision and the longer term impacts will be fully considered as part of this. 4. Has the impact on public health been gauged and if so what is this impact? · As in point three above. 5. What savings will the measures outlined produced for the Local Authority and for Freedom Leisure? · The saving proposals put forward by Freedom Leisure as part of the short term measures were to address the deficit position in 2022/23. However, the amount of saving measures proposed did not fully cover / address the whole deficit with a shortfall remaining – even with three centres and three swimming pools proposed to temporarily close between January – March 2023. 6. Are freedom leisure requesting similar action in other areas that they operate leisure centres in? · Freedom Leisure are having similar conversations with many if not all of their contracts across the UK with some centre closures already actioned. The leisure industry as a whole are actively lobbying central and Welsh Government to highlight the significant issue of energy costs which are having a detrimental impact on leisure provision throughout the UK.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
