Response by Head of Service: The council is offering support to around 1000 residents in Powys who are on low-income benefits with an additional £150 towards any off grid main heating source. This is one of the elements that forms part of the Discretionary Cost of Living Support Scheme agreed by Cabinet earlier in the year, the funding is provided by Welsh Government. The council were able to design the scheme as they wished (within the general Terms & Conditions). The discretionary scheme was approved by Cabinet on the 5 July if you want to review the report.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
