Response by the Cabinet Member: Thank you for your question regarding insurance at the North Powys Bulking Facility. The Council has insurance cover in place for all its buildings including the Waste and Recycling Facilities. The insurers have been provided with all the relevant details for this bulking facility, including the Fire Prevention and Management Plan which has been submitted to Natural Resources Wales (NRW) as part of the permit application. It is then up to the insurers to assess the risks when providing the cover. For clarification, it is NRW who provide the function of the Environment Agency in Wales, and their guidance does not stipulate any particular form of fire suppression. When resubmitting the application, including the revised Fire Prevention and Management Plan, all comments from NRW were taken into account and it is for them to make a decision on whether it satisfies their requirements.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
