Cabinet considered the Council’s new Corporate and Strategic Equality Plan: Stronger, Fairer, Greener (2023-2027). It set out the new well-being objectives and the actions that needed to be taken to deliver them. It introduced the three corporate objectives that were its core aim: • We will improve people’s awareness of services, and how to access them, so that they can make informed choices. • We will provide good quality, sustainable, employment and training opportunities, whilst pursuing real living wage employer accreditation. • We will work to tackle poverty and inequality to support the well-being of the people of Powys. The plan had been developed using the priorities in the progressive partnership for Powys, which had been presented to Cabinet in May 2022 and since then Cabinet had collaborated with councillors and colleagues from across the council to determine the corporate direction for 2023-27. The plan had been aligned to the Powys Public Service Board Well-being Plan and the Regional Partnership Board Area Plan to ensure that partners were working towards shared outcomes for the people of Powys. Engagement and consultation took in December 2022 and feedback from those activities was considered along with feedback from the Scrutiny Committees. RECOMMENDED to Council that the proposed Corporate and Strategic Equality Plan (as outlined in Appendix B to the report) is approved for publication, with implementation from 01 April 2023 considering the recommendations provided in Appendix A, based upon engagement and scrutiny activity.
The delegated decisions taken by Cabinet members since the last meet were noted.
The meeting adjourned for 15 minutes to give Cabinet time to consider the comments from the Scrutiny committees on the amended budget proposals that had been circulated earlier in the morning. County Councillor Aled Davies speaking as leader of the opposition said that he was unhappy with the process and the Monitoring Officer said he would discuss this with him outside of the meeting. The Scrutiny Committees were thanked for providing their comments. They would be considered by Cabinet members in consultation with Heads of Service and responses would be included in the pack of papers being considered by Council on 23rd February. The Cabinet Member for a Learning Powys indicated that he was happy to accept the two recommendations from the Learning and Skills Scrutiny Committee. The Cabinet Member for Finance and Corporate Transformation noted the comments of the Finance Panel welcoming work undertaken by Finance Officers and Heads of Service in relation to the improvement in the financial position during this year by reducing spending to address inflationary pressures.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
