Response by the Cabinet Member: Will the Portfolio Holder provide a full breakdown of the total number of people who have been accommodated, resettled, or supported in Powys under each of the following categories from the inception of each respective scheme (or from 1 January 2015 onwards where records permit), including both current residents and those who have since moved on. For each category please state: (a) the cumulative total number of individuals; (b) the peak number resident or supported at any one time; (c) the current number still resident or supported in Powys; and (d) whether any local authority costs—including un-funded or under-funded pressures on local housing, education, or social services budgets—have been incurred beyond direct government grant funding, and if so, the total net cost to Powys taxpayers. 1. Asylum seekers receiving Home Office Section 95/98 support (dispersal and subsistence-only); Asylum dispersal: (a, b & c): 4 individuals, one family. (d): None For subsistence-only refer to Home Office figures as the Local Authority is not provided with this data. 2. Unaccompanied Asylum Seeking Children (UASC) accepted under the National Transfer Scheme or any predecessor arrangement; (a) 59 (b) 54 (c) 9 (d) In the period since the UASC/NTS programme commenced in Powys to date, Home Office grant funding has been sufficient to cover all costs. 3. Refugees resettled under the Vulnerable Persons Resettlement Scheme (VPRS), Vulnerable Children’s Resettlement Scheme (VCRS) or any other UNHCR/Home Office resettlement programmes; UKRS (formerly VPRS): (a) 148 (b) 65 (c) 13 (d) None 4. People resettled under the Afghan Relocations and Assistance Policy (ARAP), Afghanistan Citizens Resettlement Scheme (ACRS) or any related Afghan pathway; ARAP: (a) 30 (b) 30 (c) 3 (d) None 5. Arrivals under the Homes for Ukraine scheme (both individual sponsorship and Welsh Government super-sponsor arrangements); (a) Total number of arrivals (guests) who were hosted or came to Powys that we are aware of as of 28th Sept 2026: Individual Sponsorship - 409 Welsh Government Super Sponsorship - 63 These figures also do not include the number of guests on the Super Sponsor Scheme who arrived with us at the Welcome Centre and Initial Accommodation hotels. If we were to include these there would be: 142 hotel guests of which 54 successfully entered into hosted accommodation within Powys as part of the overall total of 63 WGSS guests. (b) Because of the fluid situation with arrivals and individuals moving on, no ‘peak data’ is held. (c) There are 299 individuals currently in the County. (d) The support we have provided has come wholly from within Government funding for the Homes for Ukraine scheme. 6. Hong Kong British National (Overseas) arrivals supported through local authority or Welcome Hub arrangements; None. 7. Applicants and arrivals granted status under the EU Settlement Scheme (EUSS) requiring targeted local authority housing or homelessness intervention; We are unable to provide figures for this category as the Homes in Powys application form and homeless assessment does not record which households have been granted status under the EU Settlement Scheme (EUSS). 8. Destitute migrants or families with No Recourse to Public Funds (NRPF) accommodated via local authority social services statutory duties (e.g., Children Act / Care Act); One family is recorded as having been provided with temporary accommodation after presenting for assistance whilst subject to the NRPF restriction. 9. Any other Home Office or Welsh Government humanitarian, resettlement, evacuation, or temporary protection schemes. None. Given the Council’s stated commitments under its Corporate Plan, Local Housing Strategy, and the Well-being of Future Generations (Wales) Act 2015 to manage service capacity transparently and ensure value for money for residents, why has no comprehensive public baseline been published to date, and when will this monitoring data be made routinely available? Regarding a ‘public baseline’; Much of the data is already in the public domain via Powys County Council reports or Home Office statistics. For some categories above there is no legal requirement to collect this data (eg. HKBNO/EUSS). In respect of UASC, the Data we publish is the data required to Welsh Government under the care and support census data which is a statutory requirement.
Councillors must say when they have a personal link to something being discussed, such as a job, a property or a family member. A prejudicial interest is one strong enough that the councillor usually leaves the room and takes no part.
Declarations are read from the minutes once they are published.
